Project Description:
Winston-Salem State University (WSSU) is seeking professional design services to complete Advanced Planning/Programming, Schematic Design, Design Development, Construction Documents, Bidding, Construction Administration, and Closeout for the renovation and addition to the WSSU Hauser Hall. The initial contract will be for Advanced Planning/Programming only. The selected design team may be retained for subsequent phases as noted at the University’s option. Please reference the NC State Construction Manual, Chapter 500, 600, and 700 for all state requirements of each phase.

Project Scope:
Hauser Hall is an existing 27,000 square foot, three story structure on the campus of Winston-Salem State University. Hauser Hall recently housed various academic support centers which have been relocated. The vacant building will be repurposed to accommodate the specific program needs of the Music Department, including isolated practice rooms, teaching studios, classrooms, and offices.

The project will consist of a comprehensive renovation of architectural and structural elements, mechanical, electrical, plumbing, fire safety systems, civil engineering, utility connections, landscaping, and building envelope repairs.

An expansion of approximately 8,500 SF (+/-) will incorporate a band room and choral room.

The design team shall include expertise in audio visual design, music room layouts, and acoustic design for music related functions.

The construction budget is $12,750,000.

Project Site:
Hauser Hall is located in the central area of campus, off Cromartie Street, and facing a primary pedestrian walkway (formerly Wallace Street). It is near K.R. Williams Auditorium and the newly renovated Hill Hall Student Success Center.

Project Schedule:
Contract Document completion is scheduled for April, 2023. Final Inspection and Occupancy for this building is approximated for April, 2025.

Design Process:
The selected firm will work through the Winston-Salem State University Department of Design and Construction with a building planning committee that includes user representatives. The design and construction of this project will include normal involvement of the State Construction Office.

Critical Selection Factors:
Interested firms can participate in the process by submitting a current SF-330 form and addressing the following in a written proposal. Please deliver three bound hard copies of the submittal, along with one electronic copy assembled into a single file, (on a USB drive attached to the printed submittals), to address the criteria listed below. The length should be limited to 20 8.5” x 11” paper sheets, double sided, (inclusive of the SF-330, and exclusive of the front and back cover). Firms are requested to assure receipt of proposals at address listed below by 5:00 PM, at the closing date as listed on the UNC Opportunities to do Business with Universities webpage.

Include, in your proposal, information addressing the state required selecting criteria listed below. Please replicate the numerical identification and order in your proposal to coordinate with the items as specified below:

  1. Specialized or appropriate expertise in the type of project.
  2. Past performance on similar projects.
  3. Adequate staff and proposed design or consultant team for the project.
  4. Current workload and State projects awarded.
  5. Proposed design approach for the project including design team and consultants.
  6. Recent experience with project costs and schedules.
  7. Construction administration capabilities.
  8. Proximity to and familiarity with the area where project is located.
  9. Record of successfully completed projects without major legal or technical problems.
  10. Experience with the CM at Risk delivery method.
  11. Other factors that may be appropriate for the project.
  12. UNC adds HUB participation on the design team/consultants.

Designer Selection Process:
Members of the selection committee will review submittals to assess qualifications of design teams and will select a minimum of three firms to be interviewed. Shortlisted design teams will be notified and scheduled for interviews when selected. Following the interviews a recommended ranking order will be proposed for consideration and approval by the Chancellor and University Board of Trustees.
